Premium sites include a plugin called Ditty (formerly Ditty News Ticker) to display scrolling messages.

Ditty can be found on your WordPress Menu bar.
Update your "news ditty"..
...and copy your short code onto your page.
You can add a content block anywhere which will hold the short code of the news ticker. If you use a transparent header it will not work next to that but otherwise just about anywhere else can take it.
Don't forget to go to Ditty's documentation to find more useful tips on Ditty and all it can do.
